Use Tesseract. On Bone, set “Restless ideas.” in 153 px Exposure above a shallow Sea curve. Add one Wiggly Selector, speed 0.85, amount 100 and seed 17, to a Text Animator with a 32 px upward offset and 4-degree rotation. Let the selector vary each letter gently for the full six seconds. Keep the copy legible and the randomness repeatable; do not calculate per-letter random transforms externally.
